cognitive level of training

In instructional design, this is the level of understanding at which educational material aims. Many methods of classifying cognitive level exist. The table below combines David Merrill's component display theory and Benjamin Bloom's educational objectives taxonomy:

For most training programs -- e.g., those for HIPAA -- education that aims at mere memorization of "knowledge" will not be sufficient. It is use of the knowledge that counts, which requires enough comprehension to apply rules in day-to-day situations.

Needless to say, training materials must also be at the appropriate "cognitive level" as that term is used in common discourse: viz., written for the educational level of the target audience.
