government functions (HIPAA)

HIPAA's Privacy Rule permits covered entities to use or disclose protected health information (PHI) for a somewhat eclectic list of "specialized government functions" including:

• military and veterans activities;

• national security and intelligence activities;

• protective services for the President and other domestic government officials, for foreign heads of state or other visiting officials, or for the conduct of investigations related to such protective efforts;

• medical suitability determinations by the Department of State, including information related to security clearances for individuals and family members;

• correctional and "custodial" activities; and

• public benefit programs.
