Identifier Standard/Rule (HIPAA)

Health Insurance Portability and Accountability Act (HIPAA) regulations are divided into four parts: (1) Privacy, (2) Security, (3) Identifier and (4) Transactions and Code Sets. Regulations associated with the third of these mandate uniform identifiers for plans, providers, employers and (perhaps also) patients.

It is this standardization -- along with the introduction of uniform transaction formats for electronice data interchange (EDI) -- that is expected to yield the efficiency savings of "administrative simplification."
